build(deps): refresh lock file (#6478)

Refreshing lock file, mostly to pick up
https://github.com/certifi/python-certifi/compare/2022.06.15...2022.06.15.1
that will remove some deprecation warnings raised on Python 3.11, and
pick up wheels for `dulwich` on 3.11.
